UNITED STATES AIR FORCE RETIRED BIOGRAPHY LT COL (Colonel Select) J. CHARLES LINN Lt Col James “JC” Linn was Director, Joint Regional Medical Planning Office, Fort George G. Meade, Maryland, tasked by the Joint Chiefs of Staff to plan, integrate, and execute regional response in the United States Joint Forces Command (USJFCOM) area of responsibility for wartime contingencies, both domestic and national security emergencies. This mission was accomplished by formulating, developing and coordinating many of the medical plans and operations affecting a great part of Eastern United States, both in a contingency wartime situation as well as any natural or manmade Weapons of Mass Destruction (WMD) disaster involving FEMA Regions I, II, III, & V. Involved with coordination of military support of crisis and consequence management operations as well as Homeland Defense and military support to civil authorities (MSCA), he provided facilitation of medical personnel or resources available through liaison officers from appropriate military commands, agencies, and civilian counterparts. Colonel Linn maintained medical readiness for worldwide contingencies with 1,500 staff members, a resource allocation of $113 million and 60-bed inpatient service. He provided quality healthcare in 42 specialties to over 393,000 eligible National Capital Area beneficiaries and sponsored 20 professional training programs. His responsibility extended to integrating services medical plans with those of the Department of Veterans Affairs, U.S. Public Health Service (USPHS), and the National Disaster Medical System (NDMS) to care for casualties from a theater of war and to plan Department of Defense (DoD) medical support to civil authorities. He managed the Air Force Medical Readiness training program for over 1,200 active duty military members and ensured that all training requirements were met and documentation recorded. He was innovative in developing new medical modules or templates for weapons of mass destruction (WMD) training and operations, while working with his counterparts at Battelle, RPI, and SBCCOM near the Aberdeen Proving Grounds in Aberdeen, Maryland. As well, he worked with many Process Action Teams for Public Health Service in Rockville, Fort Detrick in Fredrick, and National Naval Hospital in Bethesda, MD. He is ATLS, ACLS, ABLS, and PALS trained. Lt Col Linn was born in Newark, Ohio, 23 January 1951 and graduated from Lakewood High School in the rural area of Hebron, Ohio in June 1969. He received his degree in Medicine from the University of Oklahoma, College of Medicine in February 1979, a Master of the Arts in Journalism degree in 1984, and his doctorate in Theocentric Psychology 11 April 2003. But, selected for Colonel after a 27 year Air Force career, and 23 years of medical practice, he was line of duty medically retired following a significant traumatic brain injury and he retired from medical practice. Desiring to be extraordinary in all aspects of his life, he thoroughly enjoys his coaching and leadership skills training at Legacy Center in Morrisville, North Carolina and participates at every opportunity. A published author, instructor and lecturer, his hobbies include antique classic automobiles, antiquing, philately, woodworking, writing poetry, and singing professionally. Dr Linn is married to the former Leyla Ann Sheahin of DC. Together, they have 7 children: Jeffrey, Gary, Lisa, Rick, Jason, Åndria, and Allison; 11 grandchildren and 4 great-children.
